The issue with an elastic cord is that it narrows when stretched and that makes it easier to pull out of the fastener. The produce package is a bargain and not a great investment to try. Just keep in mind that stretching the cord significantly is the potential issue. I use these to avoid double tying shoe laces - I just put a lace loop through the fastener and pull tight against the shoe. Works great.
