Is prior knowledge of elec. required for this kit? What ever happened to getting a CD with your item?

No, not really, but it would help. As far as the CD goes, If you get a REXQualis Super Starter Kit it does come with a physical CD. It is also noteworthy that this kit (according to their projects) REQUIRES a Arduino Uno. However, if you really try, you can do some projects without a microcontroller. Google "encyclopedia of electronic circuits" and "flip flop circuits" follow those projects. Also get at least a 555 timer.

Does it come with examples of projects?

Inside the box lid there is a website address on the inside label in the bottom right corner titled "Tutorial" that takes you to a website with the full manual and an introduction sheet, datasheets, and 19 projects. Just remember that you have to supply the controller for this kit. It can be a Raspberry Pi or Arduino.

whats the recomended voltage for the Leds?

The datasheet states that it is 2.5v max.
