its 2023 laptop?? available in UAE??

Yes, it is 2023 product. RTX 4070 version is available from gear-up.me but is very expensive compared to the online price from Amazon for the RTX 4080 version.

What about the warranty is it international?

Razer has this text in their T&C of their warranty policy. My understanding is that the warranty is valid internationally. "General. This Limited Warranty applies only to the original purchaser of the Product and is non-transferable. This Limited Warranty is only valid in the country where originally purchased. If the Product was shipped internationally by an authorized reseller, the country of original purchase is the shipping point of the reseller. This Limited Warranty is governed by and construed under the laws of the country in which the original Product purchase took place. No Razer reseller, agent, distributor, or employee is authorized to make any modification, extension or addition to this Limited Warranty. If any term of this Limited Warranty is held to be illegal or unenforceable, the legality or enforceability of the remaining terms shall not be affected or impaired."

Does it comes with international warranty and how many years for laptop and battery?

Yes. 1 Year Limited Warranty, and 2 Years for the Battery. Please read the below from Razer warranty T&C on international purchase.
