Do these lock in at a specific width?

Yes they do lock at a selected opening but they are not like a mole wrench, you hold them tight on a nut with hand pressure, like the usual pump pliers

Will I be able to squeeze/flatten 15mm copper pipe with these?

I would imagine so, especially with the larger of the two pump pliers. However, I would use a vice myself if possible for a neater job.
