Will it fit united pressure cooker?

It fits through a 1/2 inch diameter hole. The thickness of the cooker is about 1/32 inch. If your United matches this description it should fit. HOWEVER, I cannot recommend using a safety device for a purpose for which it was not designed. Proceed at your own peril.

do i need tools to fit the safety value?

YES! I couldn't get the old valve off. Very hard. Even with nose pliers.
