Does it have answer machine built in?

No mine does not , just the basic handset ., you can get the one with an answering machine .

My phone won't make or receive a call, any suggestions I'm no technical wizard

Check both ends off the line cord are connected and secure. Check the battery in the phones are not flat. Make sure the plug is pushed in socket
