What country are these bag made from?

Sorry, I have just checked, and there is nothing on the bags or the outer wrapper to indicate the country of origin.

What are the dimensions of this bag (i see they are listed as 11x17x21 does this mean 11wide 17deep 21including handles?)

As you look at the photo of these bags the measurements are 20" from the top of the handle to the bottom of the bag, and 11" from side to side, this is without opening the bag, I have measured it folded which is the way they arrive like in the picture.
