No, the cane is very quiet during use, the wide rubber base makes the walking quietly and stably.

What material is the hand grip made of? Is it latex?

The grip is a foam material of some kind. I don't know if latex is a component.

I am wondering about the maximum possible angle of cane' s pivoting tip?

As a rubber made AT cane tip, there is no certain pivoting angle limitation. In any angle, you can get a better grip compared with traditional cane tip. Still, we recommend to use the cane within 30°.
