Will this stop leaks from a plastic water butt connector pipe?

As I do not know the exact constituents of the materials that comprise your water butt, other than them being plastic - I cannot answer this question definitively.
What I can inform you, is that I have used Fernox on a uPVC drainage coupling that served as waste pipe/trap under a bathroom sink unit. I used Fernox to seal the threads on the uPVC couplings. All I did was 'wipe' the faces of the 'male' thread - not too much - then wind the other coupling onto the thread pulling the drainage trap tight. That was 4-years ago and the arrangement did not leak. I hope this helps.

Can you use this product on wet or damp surface

I used this product to seal a small leak on a toilet waste between the outer ring and main body of the waste pipe, where I assume a small amount of water would always be present on the inside.  I did make the outside surface as dry as possible before I applied the product - I think it probably works best if you can get the surface as dry as possible before you apply it.  This remedy seems to have worked - no more leak!  Hope this is helpful.

will this help me i had a pipe under my sink driping onto the floor for a few months and it got faster now tape does not seem too work

This product seems to be nothing more than standard silicon sealant (even smells like it) I used it as an extra safeguard on water pipe compression fittings for initial assembly. I'm not sure it would seal existing leaks. The solution to your problem might be to use a Loctite product such as S77 or 542 which which penetrates the leaking joint by capillary action and is much more effective.
