Does someone know if it works in Ireland?

Yes it works perfectly well in Ireland. Only slight issue is that you need to sort channels manually once tuned and that the aertel teletext doesn't work. Other than this it a great little box.

When I connect it using a scart cable the screen just goes black, even though the box is on. What should I do?

I had this SCART problem and was about to send the STB back ... However I thought I'd try changing the output system from RGB to CVBS (whatever that means) and voila! SCART comes to life. Helpful I hope. Jono {17Jul2019}

Can you plug this device into a computer monitor with hdmi ?

i dont know - i have only used it on a tv - sorry

instructions not english managed to push record but which button on remote for rec library to watch recordings

If you have an external disk, or USB stick connected and formated, you should save your recordings on that. Using the remote, select "List" which will reveal a folder with your recordings in it. Open the folder and select the recording you want. Remember, the recordings don't usually have the programme name, so you will need to be aware of the channel, date and time the recording took place.
