Does it need to base to be standing up erect? I need to be able to power it on with the light and put it in a location where the flying insects are.

Yes it does need the base to be able to stand erect but it is not needed to power the product on. The base os only needed to have the product stand erect and to charge the product

I have had this in the stand. However I have a pesky fly that is not attracted to it. I tossed the instructions. How do I used this manually to swat?

You use it just like a fly swatter. But you have to turn it on. Make sure that that fly gets hit by the swatter.

There is no usb port in the base or on the racket. Why is there a dc port but they sent usb and advertised as usb charging.?

The base is usb powered. The base itself and the racket have a pin type charging system but the way to plug up the base is a usb. I hope that males sense.
