Would this dye elastic ?

Yes but if the elastic is attached to fabric it may end up darker, depending on shade used.

What shade of blue does this turn out?

It’s not as dark as navy blue but darker than royal blue depending how long you leave it to dye the fabric! I used it to dye over an orange red though and it has come out more of an blue/purple but I was dyeing velux blind fabric so will probably work so much better on other fabrics!!

Can I use this for tie dying?

I would think so, it was a brilliant dye and worked perfectly on my synthetic dress. It needs boiling on the hob to make it work.
