Are the hole punches adjustable? Will I be able to adjust it to a mini 3 ring binder?

Unfortunately, no, this hole punch is not adjustable.

I don't see a way to open the bottom to clean it out, and I'm reluctant to force it. What am I overlooking?

Right below the handle there's a small plastic piece with a couple of vertical lines on it. That pulls down and you can empty it. It doesn't come off of it just pulls down.
