Do I use filler on the ceiling before apply the mesh tape?

In my experience, yes. Otherwise it is not possible to keep the tape in place. Some tapes are self adhesive which would be easier to use. Good luck.

My curtain rail came off the wall leaving a chunk missing. Would this help to repaor if i cover the hole and then use filler?

Yes, definitely. I repaired a hole where a halogen light had been on the ceiling with this, excellent stuff when used with a high quality filler.

Will this work on upvc? i have cracks in my windows. thanks

I don’t know, I used it for depicting buildings in my watercolour painting! It sticks quite well but don’t think it will do your windows as plastic on upvc plastic may be too slippery for bonding permanence. Perhaps ask a builder instead,,,,good luck with it 👍

Is this mesh or paper tape please and is it sticky?

It is mesh and yes it is sticky..
