Does it come with an internal power cable?

I’m pretty sure mine didn’t, but I didn’t need one anyway.

Do you need to plugin the power via molex or sata connector at the rear or will the card work without said power?

I've run mine from the molex power connector. I'd also add to David Neal's answer neither my HP z800s or z400s will run this card. Did work in the older HP xw8600.

How many usb endpoints does this controller add?

The PEXUSB3S44V has 4 USB 3.0 ports with each port having its own Renesas µPD720202 USB 3.0 controller. This controller supports xHCI and provides 96 endpoints. So in total, the card provides 384 endpoints, 96 per port. Matt, StarTech.com Support

Can it handle 3 usb 2.0 webcams without any issues or loss of data?

Since each port has it's own controller it should be able to. It handles Oculus Rift without any issues.
