can you put lager/cider in it & still get a froth when poured ?

No, not really! They are poorely made. One of the two broke while we were screwing the tap, made of super thin glass and not sturdy at all.

Can this be used to dispense slush drinks/cocktails?

I have used this product to dispense cocktails, it worked very well and my guests were very impressed that there were two options of cocktails on offer, I haven't actually used this for a slushy drink but I would have thought it would work quite well
