I read this ph3614 will substitute for the fram ph8170...is that true? (1/3rd the cost)

It is slightly longer than the ph8170, but all other dimensions are identical. I've hear of people using this as a substitute for the shorter ph8170 in v-twin briggs & stratton and kohler lawnmower engines.

does this have the crapy paper end caps inside?

The fiber end caps are actually better that the metal. Because the two materials are similar the glue bonds them together vs the tearing from the metal

Does this filter fit a 2021 toyota tacoma truck 4 cylinder 2.7 liter engine? amazon drop down says no yet fram website says yes. Fram XG3614?

If your Tacoma is a SR5 ( 99% are ) the filter will fit. Fram site says yes and when I punched in your information on Amazon's Fram filter drop down for a 2021 Tacoma, 4 cyl.2.7L, SR5. it shows it does fit. Try and put your information in again and see. I'd say your good to go with the XG3614.
