Aside from a tablet, what is the largest monitor that can be used with this?

Basically any monitor that is 8 1/2 inches tall(not diagonal). But it does need to be thin like a tablet..

can I use a smartphone to record the video? if so, how could it be attached?

You will need a mobile phone tripod adapter. Then you will need to wrap the teleprompter light shroud around the phone to ensure light from around the phone doesn't cause distractions to the person reading the script. You have to use the rear phone camera. Likely the phone's audio pickup will be affected by the distance from the performer and the shroud, so you might want to use an external microphone.

can i use an iphone as the recording device instead of a camera?

Not sure what this question has to do with the Neewer teleprompter, but assuming you can set up an iPhone in some sort of tripod adapter and position it so it doesn't catch any of the internal teleprompter shielding fabric in the phone camera's field of view, and assuming the phone can capture clear enough audio in that position- then yes, an iPhone could be used to shoot video through the teleprompter.

Is the product compatible with a Surface Pro 8?

An MS Surface is too large. Maybe the 10.5" Surface Go. The teleprompter is designed for a 9.7" iPad.
