Is this alcohol based or lotion?

I think its an alcohol base cause you get little bit of stinging after you put it on but it does smell good

Bottle I received had the plastic seal cut open on one side. Are these sealed?

Mine was sealed but sometimes when stockers cut open boxes they get a little too close to the product
