It works fine when snorkel to keep you at the level for good snorkeling and get a great view. I would not us it as a life vest.

The purpose of this vest is to help you keep afloat when you're tired. It is not a life jacket but designed to save your life in any emergency. It would definitely help but may not be suitable in rough seas for instance. For snorkeling it's really helpful. Only need to blow the tube and then you float without any effort. That's what it's designed for!
