Can the power saving function be turned off? If its plugged in, I would need it to stay on for as long as needed.

As far as a power saving feature I am not sure. However either way weather it is plugged in or just running off battery power, the machine does stay on. I have had mine for a while now and I love it. Definitely worth the money and is a great buy.

What is the USB cable used for?

The milligram scale is dual powder supply, AAA batteries or USB cable. But the scale is not rechargeable.

It says "Power saving funtion", how long before it turns itself off?

My set arrived broken and I never got to use them. Unfortunately I can't answer thos from personal experience. However, I have used a close friends set they bought at the same time I bought mine and they worked great but I don't recall seeing this function on the scales. The manual said something like it would actually power down in power saving mode after 30 seconds. I think. Sorry I can't be clearer on this.

Does the main lid lift up so you can get the stuff on/off the scale and remove the other weight ??

The clear cover is hinged and can be raised to get to the scale.
