if you just have rust or rust and holes ... it can not span large holes and it sets up way too quickly to work it in once it is mixed together .. try a two part putty instead like bondo

Can you use this to rebuild a broken tooth on an outboard's flywheel?

Not for anything forged or under stress like a flywheel, it works very well for repairing cast metal like a cracked engine case or block in a pinch. I personally would not consider it a permanent fix. I used it on my motorcycle to fix a cast aluminum clutch cover in the middle of nowhere with hot oil leaking out and it sealed it up for another 800 miles off road until I could order a replacement. Saved the trip.
