How much weight can it hold? I was looking at another one that can hold 400 pounds and curious about this one.

That completely depends on how the weight is loaded/distributed. I would not consider this to be capable of handling 400 lbs. I would definitely have the wheels OFF if loading with anything but garden implements. The Bottom shelf would be the most capable when it comes to heavy items.

Can it be used for outdoor?

Yes, it can be used for outdoor.

How long will it take to assemble the rack?

Not long . About 20 minutes. My 14 year old granddaughter did .

Are the slots big enough to hold large patio umbrellas that are tall and heavy?

hello the size of the big slot is 2.17"*0.67". Maybe it is not tall enought to hold the large umbrellas.
