Can you paint over this with latex? loctite extend says only cover with oil-based. i was hoping ospho would be better (i.e. good for latex and oil).)

I painted over it with Kilz which is an oil based paint

Do you have to paint over it for it to work?

We put it on rust and I think it oxidizes it? Turns the rust to white powder. Wipe off the powder and then paint. Works great for things we have used it for - rusted metal roof, rusted table...

What is the shelf life of this product

Lasts forever. However I'd keep it out of direct sunlight.

I am looking to remove surface rust from an inboard boat motor before painting. Can I spray this on top the motor in the boat?

Yes, I have tried spraying this through an air sprayer and it did not work very well. But I did get a industrial grade spray bottle, like a hand spray bottle and it sprayed on quite nicely. Make sure you prep the surface as best as you can remove all the loose debris.
