No, Its water tight. Enough to keep rain away. But I wouldnt say waterproof

Will this fit 2019 Drz400 sm?

It will depend on the handlebars you have on. As long as you didn’t go with something crazy big or crazy small it should fit. I believe I have mine on 1 inch (1 inch outer diameter of the handlebars since that’s how you measure them. Just FYI) and it could have fit on smaller bars with the bushings it comes with or bigger if I took the bushings out.
