Does anyone know where i can find the data sheet for the leds? forward voltage and max current?

So I went to gikfun's website and the ir sensor is the VS1838B. You can use VS1838B to search for the data sheet.

Does anybody know what resistor to use with this ir led and arduino?

I have tested the receiver without a resistor and it works fine.

Is the ir receiver tuned to 38 khz or it is just an ir sensor?

Its a 38 khz. Designed to output a low when a 600 uS band of 38khz pulses is received. Normally there is a 900uS dead band between pulse bands. Data is sent by missing and populated bands of pulses.

could this be used for a garage door stop? It says 15m is that true even in broad daylight?

I have not tested it at this distance but i would expect it would work for a normal garage door width, which is much less than 15m.
