What’s the difference between these and normal brushes for half the price

Not much of a difference but the quality of the bristles are very fine. The quailty will be different and cheaper bristles probably wont last as long long term but whats a few dollars and a little time for a gas trip to the store to get paint brushes every so often right. The bristles are fine because this helps to provide a smooth coat finish to whatever you are painting.
