Do I need to plug one into my router to or is it just a chip for me to connect to my wifi?

This device is just a connection from your computer to your wifi. I'd make sure you have a clear line-of-sight between the two, and that it is plugged directly into a USB port on your computer, not on any extension or multiplier. I could never get this to work and I missed the 30-day time frame for a refund - and it's so cheap I didn't care.

Everything is connected the wifi says excellent when i click on internet explorer it says cannot display webpage why can't i access the internet?

Try clearing the cache in your browser and reset the adapter you are using by disconnecting and reinstalling it.
