Will these adhere to glass?

Yes. The glass should be clean and dry before you apply the transfer and should be sealed with a water based sealer after application.

Should this be sealed after application? I want to use these on a wall.

It is recommended that the transfers are sealed so they don't get rubbed off of the surface onto which they are applied. You should use a water based sealer.

Would this transfer to a newly painted chest?

After your paint is dry you can rub it on. Then go over it with your fingers to make sure it is sealed down. Then seal with water based clear coat
