Does this test for concrete work for a slab outside

It will test the moisture content in the slab.it's best for intierior slabs .I'm almost sure it will give a good reading outside as long as it isn't raining or you have a lot of humidity.Also I don't know what area you live in and what the hydostatic pressure is ie the water content coming up from underneath the slab.anywaythis test will also tell you that.

What are the ph strips and fluid for? Isn't the test just based on weight?
