flat metal sheet 18" x 24"?

No ....it's 2 individual sheets that are 9" x 12" so together they make up 18"x24"

it says for crafts but I can't bend it. how do you bend it to shape? what tool?

R Fried this message is very late but in case no one has answered... I would suggest checking Youtube for metal working videos people have made, there's bound to be some from experienced craftsman that will show you tools and how to use them for what you want to do. I only make ninety degree bends and some simple rounding or curves. I use a vise and wood or plastic pieces with clean straight edges which I clamp the metal in with the "bend at" just visible then fold it over using wood or plastic pieces large enough to cover the metal end to end so the entire piece can be bent at once. For curves I find round pipes, bolt shafts, broom handles, etc. that are the right diameter for the shape of the curve it want and carefully hand bend it around and work it until it has the correct shape. Hope this helpful .
