Received mine today ,nice and comfortable.but only retains heat for a few minutes, could it be faulty?

I'd suggest you try heating it in the microwave for longer than the recommended period of time. I experienced the same when I bought mine, so experimented - now heat it for 3.5 minutes. Just be careful when handling it though - the plastic buckles heat up as well and can burn your fingers.

Are the buckles plastic? If they are plastic, are they microwave safe?

They are made from some sort of durable plastic. If you stick to the recommended heating times they are perfectly safe - but, as I found out to my cost, exceed those times by too much and you'll need to be careful handling them.
