Can turn on just the light?

Yes, I do this often after turning om the diffuser for 15 mins at night but leave the light on all night with the remote.

Do the lights have a strobe type effect? The videos make it appear as if it's flashing... Definitely not something I want.

You can set it to gradually transition from one color to the next or set it on one color. The transition is definitely not like a strobe light. Hope this helps!!
