It does have a bit of a scent to it but mostly a “cleaner” scent.

Is this a concentrate that needs to be diluted with water?

I believe it is a concentrate. The bottle says to use according to machine directions. My Bissell machine calls for a major dilution - on the order of at least 10-to-one, I’m guessing.

Is this a concentrated formula that needs to be diluted?

Actually, it is- which is why on the tank of the machine this product goes with it says "Formula Line" and has a line above it, and you're instructed to fill the rest up with warm water.

Does this replace bissell pro oxy stain destroyer #1766?

Just a marketing thing. I think the stain destroyer isn't made any longer.
