So this can't be used for regular road vehicles? Why does it say for off-road tires?

The manufacturer takes that position, but I have used it for years in regular vehicles. Works fine. They may say that to avoid liability in case it interferes with the tire pressure sensors, which it can and does, but in a pinch it's a choice.

can you replace the insertion tool tip in the handle?

Does not appear to be user serviceable with how it's constructed.

What is the diameter of the rasp and needle?

Rasp is .219" or 5.56mm. Needle narrow side .105" or 2.68mm, wide side .277" or 7.17mm, shank .155" or 4mm
