The description says 24 months to 7 years, but the picture of the box says 3 & up. that warning usually indicates a choking hazard?

The pieces are about 1 to 2 inches wide/tall. Theses are all very flat with laminated paper, foam and rubbery magnet sheets glued together and add up to about 1/4 in. It seems to me that the pieces are wide enough and flat enough so they would cause a gag reflex. On a couple of pieces, the paper part separated from the foam. I used a tiny bit of glue and they've held up just fine. I could imagine that if a child keeps gnawing or sucking on the pieces, the layers would come apart so that a toddler could chew off pieces. I've used these with 1.5 -4 year olds.
