Now: wall plug 8.4vdc 1a to li-ion batt 7.4v 1.8a. need cable from power pack battery (not dc) usb to li-ion. will this cable work? if not, what will?

It sounds like your power pack does not match your battery. In my opinion, if your power pack has a USB port, you could try this cable. But you are really on your own with this decision. Read the information in the description for any cable you are interested in or just buy the proper charger for your battery.

Does this charge a milwaukee m12 battery?

Your manual should give you some information on this, what is the correct recharging of the m12 battery?
