**Q: Does the sheath hold both the pliers and the scissors?  Does it have a clip or chain for carrying?**
A: Holds both. Sheath has a belt clip on it

**Q: are these used for fishing exclusively?**
A: They would work for anything you might need pliers or scissors for.  I keep mine in tackle box, so I only use for fishing.  The scissors cut braided line well.
