It may be too late for this answer, but I've used it to clean our water fountain. It is definitely submerged when I do that!

No, cheaper to purchase a new one. Check ur batteries first as mine went dead and scrubber wouldnt turn on

how do you change the batteries and how do you open it

The batteries are AA and easy to change - the base of the unit just comes off when you squeeze the two buttons on base of the unit. Hope this helps.
