Good question!  It is actually more of a balancing toner because it contains antioxidants as well as astringents such as citric acid & glycol.  Here are some Key Ingredients for your reference:

Does this come with a seal or sealant because mine did not. Could of been tampered with?

I bought two bottles. Both my bottles came without a seal as well. Boxes were damaged and the products have a very strong perfume smell. It also feel's very drying on the skin in comparison to the very 1st bottle of the Skin Recovery Essence Face Toner I bought from EltaMD's website. This dose not smell like or feel like the product I bought from the EltaMD website. I'll be looking to get a full refund. (Jan. 31, 2022)

Does this leave a sticky feeling on your face after applying?

No, it doesn't leave my skin feeling sticky. It is light and gentle. I have very oily skin and this works great. I bought the foaming cleanser also.
