I was able pour in 3 bottles of Coca Cola so at least 6 liters. Using google I was able to convert the 6 liters to 366.1425 ci Hope that helps!

How many cubic inches and liters?

The exact amount of CC's or cubic liters I don't know it is good size as big as two or three smaller pouches and I liked it well enough to buy a second one. The green one I use for a basic medical it has two large areas that are separate and zippered. Again I liked it enough I bought a second one, one in green one in tan. Has straps on the back to connect to a pack or vest and Molly on the front.

is there a carry handle available for this that attaches to the D loops on the top?

Mine didn't come with one but you could use either split rings and a cord or some other way of making a handle. Carabiners in a sling would be another option.
