Are there instructions on placement?

No, there are no instructions, but there are instructions and videos online, or if you regularly visit a chiropractor that uses them, you can observe or ask how to place them correctly.

Are these made from wood or foam internally?

They are made of wood with a foam layer.

how hard are these? When I sit, I need something hard to push against my lower vertebra 1 and 2. Been using my fist, but that hurts after a minute

These have a pretty thick cushion and they are angled (wedges). I'm not sure they will give you the pressure you need. These are primarily used to laying on.

Can these be packed in luggage for travel? What do they weigh?

They are very light, made of foam and covered with vinyl kind of bulky to pack. They will take up valuable space in luggage.
