They are plastic but a good plastic not a bad flimsy plastic they have a thick feeling to them so they are durable, these are easy to hang very light not difficult to deal with they look great they are very bright & colorful.

Nice quality and affordable price. Paper was easy to set up along side decor. Colors were vibrant and matched picture. Fun addition to our trunk or treat.
