After formatting from the system menu on the Steam Deck, it did not show the "Make Default" option when selecting the card right away for me, that is until I selected the internal storage, and pressed X to make that the default first, then when I selected the SD, I was able to make that the default to install new games going forward. This is using Genuine Samsung USB 3.0 card reader (extra $4 if you buy a card + reader bundle).
