I believe it is anise seed (the photo seemed weird to me too). I use this flavoring to make biscotti and pizzelles (and this was the brand my grandmother used).

could it be used to flavor iced water?

It makes the water taste like very much diluted ouzo.

I do not know how many carbs however you usually use an eighth of a teaspoon or less per serving. I looked all over the box I have and it just says oil water and alcohol. For such a tiny amount to be used I would think it would not count more than one carb if any.

Is it a clear extract?
