The bag has multiple compartments so you can put your mags in any one. You would have to pick which one and that would dictate how many double stack mags fit...

The elastic bands on the main compartment, can they be used to hold handgun magazines and are they on both sides?

They are on both sides, who would say only one side, unless they don't have the bag. The bag has stretch bands on both sides of the bag, and a divider to go between two guns. The velcro close pockets are many, and each is of good size, not only for what they hold, but for getting things out of it. Anyone who has dealt with many bags knows that a pocket can be big enough to hold things, but not big enough to be easy to get something out of it without dumping it all out onto the ground. These pockets can be looked into, so you can see what your looking for.,
