It will run with none of the hoses etc, as long as it’s plugged into a working outlet. If not, the motor might be jammed. Be sure to unplug before trying to turn the turbine by hand.

Can I use this without the included bag? I want to vacuum my leaves right into the brown paper ones the township will pick up...

When in vacuum mode, do not use without dust bag and/ or filters in place.
