Material - is this wool or polyester?

It feels like some kind of synthetic, maybe polyester

Would these act like the loop part of velcro to hold up velcro patches?

No, not at all. It’s felt with a sticky back. An example of how it can be used is putting on the bottom of a coaster, a sculpture or a vase so they don’t scratch furniture.

Will it work on shoe soles?

If it is only on the outside edges of the soles and not the bottoms, it should, work.
