If you have the red cap assembled, you will want to remove this first with a flat head screwdriver. Once the cap is removed, you can apply some force to pull the wheel up by hand. With a little force this should detach from the axle so you can assemble the handle. Once corrected, the wheel will then snap back into place as before.
