Does this come as a set like the one picture shows with the combs and everything?

Yes it does. It is much smaller than I anticipated and it comes with a large transformer plug compared to its size.

Are these good for a clean bald cut?

I would say depending on your hair type, you will get close, but not a clean "smooth as skin" touch. While the cutting blades are sharp, they aren't as sharp as a regular, manual razor would be. If I need to shave completely for smooth skin, the trimmer is excellent to get down the bulk hair then switch to an alternate, sharper razor for the clean look.
